A Bulgarian passport issued under the Bulgarian passport category of ‘Foreigners’ is not considered a national identity document.
The Bulgarian Ministry of Interior has issued a clarification to the Public Security Service (BSP) and the Bulgarian Immigration Service (BIOS) clarifying that the Bulgarian national identity card issued under category of foreigners does not have any bearing on the validity of Bulgarian passports issued under other categories of passports.
According to the clarification issued by the BSP, the Bulgarian nationality card is not the national identity certificate issued under Bulgarian passports.
The clarification is in accordance with the Citizenship Act.
The BSP and BIOS are working together to ensure that Bulgarian citizens are not affected by the clarification.BSP Secretary-General Nikolay Pekov said the Bsp is working with the BIS to ensure all Bulgarian citizens have access to the correct documents.
The Citizenship Act, which was amended in 2017, states that the citizenship document of a foreign national cannot be used to verify a Bulgarian identity.
The amendment also states that citizens of the country can only apply for a passport through a Bulgarian immigration officer if they have Bulgarian citizenship.
Bulgaria’s Citizenship Law is in force since December 1, 2017, but has not been implemented.
